Shake ingredients in an ice-filled shaker and strain into a champagne flute.
Top with champagne or sparkling wine.
*To make cracked pepper simple syrup: bring 1 cup sugar, 1 cup water and 1/3 cup cracked black pepper to a boil. Turn off heat immediately and cool. Keep refrigerated.
